THE TOP LEVEL Appointments Committee has chosen an internal candidate at the Department of Finance to take the lead on banking policy in the Financial Services division.

John Hogan, who has held a number of positions within the department, was appointed as Head of Banking Policy following a competitive process, a statement issued today said.

The newly-created position will see Hogan responsible for developing and delivering policy for hot topics such as credit and lending to SMEs, mortgage arrears and consumer issues.

In his current role as Head of Credit and Lending Policy, Hogan played a key role in the completion of the Keane Report on mortgage arrears and the subsequent implementation of the Government’s strategy on the matter.

Hogan also has experience at European level, having worked in Brussels for a number of years.

This is how the Financial Services Division at the department will now look:

  • I hope he does well in his new job and more importantly that he is up to it. Banking policy must be one of the trickiest issues, given that we own three big highly troublesome banks. He’ll need some balls to stand up to the senior bank people and other vested interests.

  • “He says that those at the top of the civil service at present are like an isolated out-of-touch old boys’ club, more interested in empire building and protecting their own positions than focusing on finding a cure to the ills of the country. And this is even during the worst economic collapse in our history.

“They are nothing more than an old boys’ club. They control everything. They even control the delivery on the Croke Park deal, if there is any delivery there at all in terms of reform,” he says .

“People have had enough, are fed up with all of this nonsense, rhetoric that has gone on for far too long, all the excuses, the obfuscation, call it what you like. They just want tangible actions that will get them out of the mess we are in and present them with a new style of management and energy at the top of our State,” he adds.”

They weren’t offering enough money to attract an outside candidate. Sure!
