With 12 days until the Budget, here's how the numbers are shaping up

The final exchequer returns before Budget 2015 have been released this evening.

THE FINAL EXCHEQUER returns before the Budget on 14 October show that the deficit stood at €6 billion at the end of September.

The exchequer deficit now stands at a total of €5.96 billion, compared to €7.14 billion at the end of September 2013.

Total tax revenue in the first nine months of the year came in at €28.8 billion, up nearly €2 billion on the same period in 2013 and just over €700 million ahead of the Department of Finance’s target.

Tax receipts during September were €268 million below what was expected which is being blamed on a delay in payment of €220 million in the pension levy because of the SEPA changeover.

VAT for the year to date stands at nearly €9 billon which is up €280 million on what was expected and is reflective of growing consumer confidence, according to the Department of Finance.

The property tax take of €385 million up to the end of September is €15 million less than was expected, but officials said this evening that projecting LPT take is difficult because it is a relatively new tax.

There has been a €251 million overspend in the Department of Health so far this year, or 3 per cent over budget, which Finance officials said today was offset by underspending in other government departments.

Department of Finance official John Palmer said today’s figures “mean we are starting from a much better place than we anticipated” in last year’s Budget projections.

In the Dáil this morning, Finance Minister Michael Noonan said that the government is now targeting a “broadly neutral budget” the week after next in order to achieve the 3 per cent deficit target.

    Joseph don’t get angry get even with Fine Gael, Labour and Finna Fail at the next election in early February 2016. I hope like me you will vote them out. Their legacy is no doctor, police or services left to serve people of Ireland all in the name of austerity.

    I hope it’s not restored. Christmas bonus given to people on social welfare would be a joke. A lot of people who work don’t get Christmas bonuses. Social welfare get a bonus every week and all year round

    Things like the Christmas bonus are pure stimulus to the wider economy.

    It is not as if the money is kept in a cayman Island saving account or put in to a buying a German car.

    We had full employment here when the work was there. We do not now when it is not.

    The numbers unemployed is not being argued. If there is money to be given back, the unemployed should not get it, everyone should get it and so a reduction in USC would be the way to go. Christmas all round

    Daily as a working person myself please don’t tar everyone on the dole as being a sponge. There are plenty of families who have worked for years paying taxes and now find themselves without a pot to p!ss in. Do I begrudge these families additional money to have a nice Christmas and buy presents for their kids? Certainly not. I do however have a problem with long time unemployed scabs who ride the system and never worked or ever will. These people are fcuking parasites.

    Transfers seem to be taking longer with SEPA. I’ve not seen an improvement yet.

    I actually don’t care at this stage and am bored senseless at the very thought of Noonan droning on about it. Two things are clear ; any ‘ concessions’ to ‘hard working families ‘ will be illusory and ANY spare money at all will NOT be used in a prudent fashion for the benefit of all. Do your worst baldy, I will not comply.

    A national demonstration against water charges is to take place in Dublin on October 11th. It’ll kick off from the Garden of Remembrance. It’s time we stood up and showed these politicians that we are not the passive people that they seem to think we are. They’re pushing us all to breaking point.

    When you think of the welfare you only think of the dole! Don’t forget those on the sick! That have no choice and can’t work! Don’t forget those on job seekers that are doing courses just to widening their chances to get a job! And what about those that it would cost more for child care than to work! If I didn’t have my family childcare would cost all of my salary and prob some of my husbands! I wonder when you take all those people out of it, actually how many are scrounges and don’t work by choice! A minority I’ll bet! So Xmas bonuses should be given to welfare! Even if only for the kids!

    the politician’s will spin promises to every section of society telling them tax cuts could be on the cards, bonuses for those unemployed and other sound bits. all to appease the growing feeling of anger and frustration at our comical, illogical and corrupt political system. all any of these people care about is reelection.
    we have huge debts that haven’t gone away no matter how hard they try and twist our heads in the other direction.
    id love for once to hear a politician tell a fraction of the truth.
