Burton: 2,000 places added to CE scheme

Minister Joan Burton made the announcement today about the scheme, saying that it was part of the efforts to help jobseekers become employment-ready.

AN ADDITIONAL 2,000 places have been added to the Government’s Community Employment Programme.

The announcement was made by the Minister for Social Protection, Joan Burton TD, who noted that this will bring the total number of Community Employment places this year to 25,300.

The move is part of the Department’s wider efforts to help jobseekers to become employment-ready and find a job, training or educational opportunity.

Vital role

Minister Burton said that Community Employment (CE) “plays a vital role for both jobseekers and their communities”.

It provides work experience, including appropriate training, for jobseekers which helps them to take up work on the open labour market by developing their skills, experience and confidence. It is also of immense benefit to the local communities.

She said that in Budget 2013, she secured an extra €11 million in funding for 10,000 additional activation places this year, including 2,000 additional Community Employment places.

These new places are to be allocated following intensive work by her Department on this issue, the Minister said.

The Department will spend more than €1 billion on activation programmes and other supports this year to help jobseekers acquire the work experience, skills and qualifications they need to return to full-time employment.

Minister Burton added that the additional places will specifically target the growing number of long-term unemployed as well other welfare claimants who are over a year in receipt of payments. They will be allocated on a phased basis.

Allocation

Priority will be given to schemes and organisations who are involved in the delivery of community childcare services, and social and healthcare services for people with a disability.

Priority will be given to applicants who are involved in Drug Rehabilitation Services and who consider participation on CE to be a further step in this process.

The balance of places will be made available to schemes who can demonstrate a clear justification on the basis of quality of service and performance, said the Minister. “For all applications, priority will be given to schemes and organisations who can demonstrate a track record in the development and progression of participants into employment.”

Existing CE schemes can apply for additional places in the normal way by applying to their local Department of Social Protection office.

There is a separate application process for Innovatory Projects, which will commence from February 4. The news has been welcomed by a number of TDs.

  • CE schemes, job bridge and TUS are all well and good, but it seems to me that it’s getting out of hand. I know of an office that employs 2 full time staff, 2 from CE and 2 from TUS. Surely that situation shouldn’t be tolerated, when a company gets 6 workers for the price of 2.

      Many people have done these schemes you are only allowed be on a scheme for a certain period of time and once that time is up you have to wait another long period of time to apply for another scheme, this is just another bull crap ploy by the government to make people think they are doing something about unemployment. I don’t know anyone who has managed to maintain a job from these schemes or that has gone on to get employment. Government tryin to fool people into thinking they care , if thy care they would try sort out the issues that are not allowing our economy to grow , we are responsible for 42% of eu debt come on how long are we going to let this go on.

      But sure instead of looking at the causes we will just attack each other by attacking people on social welfare , wake up! By turning us on each other we fail to look at the real culprits ! FF, FG LABOUR who are still sitting pretty with massive salaries why they screw ye rest of us !

    • That office must be a registered charity/not for profit organisation, why shouldn’t they get extra workers, especially if those workers are benefiting from the experience also.

    • @Julie I’ve employed 3 of my part ce workers and plan to employ a woman who is on am internship with me at present. i employ 10 staff and manage 2 childcare centres. in fact i started my 22 year childcare career on a FAS placement. there are success stories out these too. :-)

      Maybe you are located in a different area to me , that’s great to hear, but I know lots and lots who nothing has come of it, if we are realistic there are probably more unsuccessful stories than there are successful! It is just a smoke screen they could be doing a lot more to sort out the problem with our economy and generate more work. I live in a rural area that has been destroyed by recession lots of people that have done these schemes and none that I know have gotten any work out of it .

    • @Julie I work in rural community that is recognised as disadvantaged. we use our ce workers as special needs assistants as the government provides no funding SNAs for the childcare sector. we support and provide training for our ce workers to help them further their career. the problem is the wasted ce places where people have menial jobs cleaning, cutting grass in parish halls or GAA grounds etc where there are little or no future career prospects. my ce workers further their career and support the community. we need to look at the success stories and try to replicate them.

    Good news and all, there are 100′s if not 1000’s of these jobs already available at the moment

    But the likes of these schemes are the reason short-term unemployed people (who have just been made redundant) are unable to get straight back into work
    Because all the jobs they want to apply for are internships or CE-Schemes where you have to be 3,6 or 12 months claiming social welfare before you can apply for the job.

    • i am a manager of a community childcare centre that employs 10 staff but we also have 2 ce workers that we use to support children with additional needs as the government does not provide SNAs for the childcare sector. I started my childcare career 22 years ago as a FAS worker since then gaining experience and qualifications and now manage 2 centre with over 100 children on our books. If it wasn’t for my FAS placement i night not be where i am today. My centre has employed 3 of our past FAS workers who are fully qualified and exceptionally great workers. having these workers also allowed me to drop the piece of childcare to my families making it more accessible cost wise but also to families who have children with special needs. i am delighted to see these extra places but i am worried that the governments idea is that they displace could displace centres from employing core staff after all the idea of the ce place is to help people gain experience and\ or qualifications. ce schemes are good but they have their place but should not displace paid staff.

  • The live register will drop by 2000.Wait for a while and we will be told a further 2000 are now in employment.But good news for anyone able to get a place on these schemes.

  • Whilst these jobs may keep you busy it isnt a job in reality cheap labour for the community,even though its a start its not real job creation on behalf of this goverment yet again they have failed the jobs crisis

    My gripe with ce is that it’s for over 25s (over 16 if you are a traveller!) and that the jobs are with some of the most vulnerable in society, crèches and disability services. Ce jobs only last for a predetermined set time and than finish, I don’t think it is suitable for childcare.

      Additionally preference will be given to those on drug rehab program’s. While this is not “pc” I would not be comfortable having my child in a crèche being cared for by people withdrawing from drugs.

    • I employ CE workers in my childcare centre who work along side my core staff to support children with additional needs and promote quality. All the CE workers are interviewed, garda vetted, had personal references from past employers that I spoke to personally and are fully qualified in childcare. In fact FAS won’t let any CE worker start placement in any community or childcare centre until their garda vetting is passed. In the interest I screen my CE workers as I screen my paid staff. Unsuitable people would never be employed in my centre as the care of the children is paramount and I’d hope this would be the case in other centres too.

  • My partner is waiting 6 years for a computer course. We call to fas about once a month and he is told you are on a waiting list. Isn’t fas wonderful. And by the way it is slave labour and cheap labour for employees. Its an insult calling it a real Job when no sooner are you in and your time is up and its back on the dole for another 12 months before you can apply AGAIN. If this what passes for employment these days by this sad pathetic government then no wonder the country is finished. And the person above saying he launched his child care career by starting on fas all i can say is you are the only one I have ever heard of getting anything useful from FAS. Has everyone gotten collective amnesia here. This is fas that squandered millions in abusing funds for private parties and junkets for their managers. This government said it was being scrapped but like everything this government promises its another lie. These Jobs are a pathetic attempt at figures to tell more lies about job creation. The sad thing is there are people out there (who never did a fas course or employment) who will support this as it is the governments agenda. Its nothing short of a disgrace. I’ve had to take six of these fas places in my life time and all they were was degrading. Ignorant imbeciles of bosses on power trips not qualified to look after pigs. Thats my experience of community employment. I know I did this work so I know what I am talking about.

    • i did start my career through FAS and i know lots of others to who did the same. 3 of my own staff started out on FAS in my centre and i was delighted to employ them when positions came up. i know there are employers who are unscrupulous and misuse the scheme but most services appreciate the support the ce places offer. FAS do need to screen employers better and make sure the placements support the community but also needs career prospects for the people doing the scheme. the people doing the scheme also need to be there for the right reasons too.

  • CE Schemes and JobBridge are the govt admitting that minimum wage is a failure. Youth unemployment is around 8% in Germany where there is no minimum wage. Nobody likes to see anyone abused but if we did away with min wage then younger people could get work and as they got more experienced, move on to higher paid work or agree a raise with their employer. Exactly how it worked when I was a wee lad.

    • But the downside of the German example is that you’ve had a massive rise in the numbers of “working poor” in Germany; people in full-time employment but also reliant on clothing and food donations. That’s also no solution and no way for a person to live. The delay in implementation of a minimum wage in Germany is not to benefit the worker, it’s to keep unemployment statistic down until after their autumn 2013 elections.
